Water & Sewer Service

To connect water service a proof of ownership and photo identification card shall be required as part of the service application. Tenants/Renters shall provide a current rent receipt or lease agreement and $150 deposit. The deposit for commercial accounts is $250.00. Garbage (Sanitation) Collection

CWI is the City’s provider for garbage and refuse services. CWI is a leading provider of services in the domestic, non-hazardous solid waste industry. They provide non-hazardous solid waste collection services for commercial, industrial, municipal, and residential customers through more than 375 collection companies in 42 states and Puerto Rico. Republic also owns or operates more than 223 transfer stations, 192 solid waste landfills, and 78 recycling facilities. Republic serves millions of residential customers under terms of contracts with more than 3,000 municipalities for waste collection and residential services.

Residents are encouraged to have their garbage items placed out for collection before 6:00 a.m. on their respective collection days. 

CWI will arrange for bulk waste collection such as furniture, mattress sets and other items that won't fit into the trash cart.  White goods, items with Freon and Electronics are not included. Residents must call CWI Customer Service at 1-800-631-1156 by 12:00 p.m. on Friday for the bulk collection dates that are scheduled each Monday. Leaf Vacuuming Services are provided by the City of Centralia during designated collection periods in the Spring and Fall. Leaves must be raked to the curb for collection by the leaf vacuuming vehicles on the respective collection days before 6:00 a.m.  Please view the leaf vacuum collection route map to determine your collection day during the announced collection periods.

Yard waste collection may not be the same day as your trash collection so please view the below chart if you are unsure of your days. The types of materials that can be collected are as follows:

  • Grass, leaves, flowers, and small tree trimmings (less than 2 feet long and 2 inches in diameter). These items should be placed in a biodegradable bag or a reusable container weighing no more than 35 lbs.
  • Small quantities of tree limbs will be collected with no bundling required.
  • Large quantities of tree limbs or tree removal debris will NOT be the responsibility of the City.  The resident will be responsible for the removal of  this debris.

Lead Service Line Inventory & Replacement

The State of Illinois passed the Lead Service Line Replacement and Notification Act (LSLRNA). The first purpose of the LSLRNA requires owners and operators of community water supplies to deliver a complete water service line material inventory to the Illinois Environmental Protection Agency (EPA). The material inventory database must include the water service line material composition on the public side (City-owned and the private side (resident owned) as well as a plan to replace any lead water service line. A service line is the water pipe that delivers drinking water from the public water main to the home or business. Service lines are owned by the property owner and can be composed of lead if installed before 1986 when the use of lead water pipes was banned by the Federal government. The use of lead solder for joining copper pipes was also banned.
This inventory must account for the total number of service lines in the system and include the material composition of each line if known. This has been submitted to the EPA. As part of this process the City is also required to notify all residents served by the City of Centralia if they have been identified as having lead, galvanized, or unknown water lines. 
In an effort to expedite the ongoing inventory process, the City of Centralia encourages residents to fill out the Survey and return it to City Hall at your earliest convenience.

Cross Connection Survey 

Dear Water Customers,

The purpose of this survey is to determine whether a cross-connection may exist at your home or business.  A cross connection is an unprotected or improper connection to the public water distribution system, that may cause contamination or pollution to enter the system.  The Illinois Environmental Protection Agency (IEPA) and the Illinois Department of Public Health (IDPH) are responsible for enforcing cross-control regulations.  Identification of service lines is also included on this survey. This survey is required by the IEPA, and must be completed by all water customers every 3 years.
